SUMMARY:Data & Evaluation: Policy Recommendations
DESCRIPTION:The 2026 Policy Recommendation process is underway. Starting this month the BBF team begins developing policy recommendations with input from families\, early childhood professionals\, and partners from across the network. The recommendations aim to highlight the most pressing gaps and needs in early childhood policy\, promote achievable and measurable action in strategic areas for the coming year\, and move toward the vision outlined in Vermont’s strategic plan for early childhood. A number of VECAP committees\, along with D&E\, will be holding conversations to help us develop formal recommendations to bring back to the State Advisory Council in October and November. For 8/14\, we will be doing a short review of the 2025 recommendations endorsed by the SAC\, followed by a discussion to identify D&E policy priorities for 2026.

SUMMARY:State Advisory Council Meeting
DESCRIPTION:Building Bright Futures State Advisory Council meetings serve as a critical convening of public and private partners working to improve the well-being of children and families in Vermont by using evidence to inform policy and decision-making\, discussing critical challenges\, and problem-solving. State Advisory Council (SAC) meetings are open to the public. \n\n\n\nAt our July 28 meeting\, we will:  \n\n\n\n\nProvide a forum for SAC members and members of the public to share current needs and challenges impacting children and families\n\n\n\nBuild alignment and collaboration across Regional Councils\, State Advisory Council\, and Vermont’s Early Childhood Action Plan committees\n\n\n\n\nSAC members and members of the public will hear brief issue updates followed by an opportunity to share current needs and challenges impacting children and families and opportunities for action\, followed by discussion. \n\n\n\nFor consideration: \n\n\n\n\nWhat is one thing you see working for children and families that you are advocating to sustain?\n\n\n\nHow have you or your organization been impacted by recent state or federal policy change?\n\n\n\nWhat impacts on children and families and/or the early childhood system do you anticipate due to the Budget Reconciliation bill passed by Congress on July 4\, 2025? \n\n\n\nWhat are ways to proactively mitigate the anticipated negative impacts\, or buoy positive impacts?\n\n\n\n\nThose members of the public interested in sharing will have up to two minutes to provide comments or anecdotes based on their work with Vermont families or in the early childhood system. Information shared will help inform BBF’s role as advisors to improve the well-being of children and families. It will also help inform the update to Vermont’s early childhood strategic plan. \n\n\n\n\n\n\n\nJuly 2025 BBF SAC AgendaDownload

SUMMARY:Child Outcomes Accountability Team Meeting
DESCRIPTION:The charge of the Child Outcomes Accountability Team is to improve integration and coordination of early childhood public and private partners committed to the health and well-being of children and their families. The group will inform strategies and monitor progress toward Goal 1 of Vermont’s Early Childhood Action Plan: All children have a healthy start. \n\n\n\nAt May’s meeting\, we will focus on substance use and support for families before and after birth. The full year after pregnancy has been identified as a period of increased risk of death for perinatal people with substance use disorder by the Vermont Maternal Mortality Review Panel.  Vermont has among the highest rates of alcohol\, cannabis\, tobacco and opioid use in pregnancy in the US.  Parental substance use is also a leading cause of involvement with the Family Services Division.  To address this public health crisis and connect pregnant people with substance use disorder to community based supports there have been significant changes to a CAPTA required care planning document called the Family Care Plan (formally known as the Plan of Safe Care). \n\n\n\nThe Family and Child Health Division\, Perinatal Quality Collaborative and the Alliance for Innovations in Maternal Health teams are updating this document to create an easy to use\, parent directed and more supportive care planning process. Join us to learn more. \n\n\n\n\n\n\n\nCOAT Agenda_May 2025Download
