The Early Childhood System Plan was drafted in 2004.  This plan is the foundation upon which BBF was created and has lead to the current Executive Order, creation of a State and Regional Councils, and numerous other activities.  While not all aspects of the System Plan have been implemented, this Plan continues to provide context and direction for BBF.
