Evaluation of Building Bright Futures 2006-2008

This evaluation focuses attention primarily on the time period between mid-2006 when Governor Douglas issued the Executive Order to create BBF and late 2008 when budget decisions resulted in the lay-offs of the regional BBF staff. This time period reflects a specific and focused strategic direction for early childhood policy and programs in Vermont, particularly for early childhood systems development.
